In 2007 Dharma carried out a poll among people who had volunteered to be trained since 2005 for support people. Altogether 166 questionnaires were sent out and 115 were sent back filled in.
The main aim of the questionnaire was to get an overview of what the trained support people were doing. The questionnaire included an inquiry about their activities, whether they needed help and 89 support people found it necessary to join the organization to get support and in-service training.
On 21 October 2007 more active support people from different regions gathered in a two-day founding meeting at Kloogaranna Youth Camp to decide where and how to move on. As a result of work several days long the By-laws of the support centre was completed. The By-laws fix all provisions regulating work at support people union.
A proposal for founding was made to Dharma Board of Directors, the By-laws were confirmed and managers for 7 regions were appointed.
